Abstract

Background: Pediatric respite care programs play a critical role in supporting families of children with complex medical conditions. These programs help alleviate caregiver stress, financial strain, sibling and marital challenges, and reduced coping abilities. Despite availability, respite care remains underutilized. A comprehensive evaluation is essential to enhance service delivery and ensure programs effectively meet the needs of children, families, and caregivers.

Aims: This evaluation examined program effectiveness in achieving its goals while optimizing resource use. It assessed cost-effectiveness by analyzing the relationship between investments and outcomes and explored the program’s long-term impact on individuals, families, and systems to identify areas for improvement.

Methods: Using the CDC Framework for Evaluation in Public Health, the study assessed program quality, value, and impact through key measures, including implementation processes, cost-benefit analysis, and outcomes. A mixed-methods approach incorporated quantitative and qualitative data from document reviews, de-identified demographics, program surveys, structured stakeholder interviews, and economic analysis. Indicators and performance measures aligned with interventions and outcomes to ensure accuracy.

Results: The program demonstrated efficient workflow across inputs, processes, and outcomes while adhering to state and federal guidelines as a 501(c)(3) organization. Cost- benefit analysis indicated that the value of respite care outweighed expenses. Despite financial challenges in 2020–2021, services were sustained through strategic budget planning. Surveys from 2021 and 2024 showed reduced caregiver stress, anxiety, and improved mental well-being and coping. However, they did not reflect reductions in social isolation or financial stress relief, with 2021 post-pandemic data highlighting heightened financial strain. While quantitative data showed minimal change, qualitative findings underscored psychological and physiological benefits, emphasizing the impact of respite care, peer support, and family events.

Conclusions: Respite care programs enhance caregiver and family well-being, addressing a critical need for those managing complex pediatric conditions. Continued efforts are needed to improve access, engagement, and long-term sustainability.
